It is a picture of Hidan from the anime/ manga Naruto: Shippuden
he is my favorite Akatsuki member so here is my hand drawn picture, if you want to see the real one type in Hidan in google and it will be there somewhere.

I have re-put on the same picture but i scaned it more clearly.
